Having decided the 2009 shakeup wasn't enough to spice things up, the FIA has stepped in to turn F1 in 2010 on it's head with the introductions of a budget cap, among other things.
Starting from next season there will be an optional annual budget cap of 40 million pounds introduced for teams willing to cull jobs and do their best to do whatever the opposite of stimulate is to the world economy. The cap will include most of a teams expenditure bar a few things. In exchange for their thiftyness teams that adhere to the cap will be allowed a few perks, such as adjustable front and rear wings, unlimited engine revs and invitations to Max Mosleys exclusive facist orgies. The teams will be free to spend what they please on marketing, hospitality, draconian and arbitrary penalties handed down by the FIA and any driver salaries.
In an effort to further prop up these poor teams, the FIA will allow them to have unlimited inseason testing (so they can go and spend $500k on a 3 day visit of Bahrain for instance) and no restrictions on wind tunnel size, beyond what their puny budgets will already limit them to.
The budget cap is expected to allow more teams onto the grid as GP2 bosses start searching for fivers under their couches world wide, to compensate for this the grid limit has been increased from 24 to 26. The cap will be monitored by an FIA World Motor Sport Council "Cost Commission", made up of someone quite good at math, someone that knows a bit about racing cars, and some other guy whos role is as of yet undefined, but will undoubtably wear his undies on the outside of his pants.
2010 is destined to become a battleground of forumers everywhere, as the likelyhood of Falvio whining over a split technical championship trundles inexorably towards 100 percent. In an effort to satiate the lust for moaning that armchair experts interwebs wide have, refueling will also be banned in 2010, as will tyre warmers. Simple folk everywhere will find this highly exciting, as F1 continues it's return to how things were in the good old days. Soon the season review will only be realesed on Betamax, to thunderous applause.
